Dear Mr Lee,
On the May 3, 2011, you said "if we didn't get it right, I'm sorry. But we will try better the next time".
Well, "the next time" has arrived.
Next, the citizens of Singapore are aware you are sorry, but, many of the mistakes were not committed by you. Are the people who have committed those mistakes sorry too?
And lastly, let me assure you, you didn't get it right.
I speak in my own capacity, but I'm sure somewhere along the way, I speak for many whom most of the PAP candidates, in their acceptance speeches, have said they will listen to. I do not have any political affiliations.
I am an ordinary Singaporean. As you will see from my suggestions, I do not have anything personal to gain from this, at least not monetarily, except that it will make Singapore a better place to live. In fact, in all honesty, you have more to gain from this than me, should you be able to achieve and implement my suggestions. I am not a trained writer. I am not a trained politician. So, please excuse any mistakes I may have made in my writing.
I, for one, am going to hold you to your apology and the fact that in the late evening of May 7 and early morning of May 8, everyone from the PAP was suddenly willing to listen to the voters.
I am also aware that not everything is an easy or immediate fix. However, some are and I will start with those.
(1) Eliminate the Senior Minister and Minister Mentor positions
These positions are absolutely redundant. Unless, of course, you are saying that you are incapable of running the country yourself. I personally think you are more than capable of doing this job yourself without the need of 2 other people acting as your advisors. You received, what I would consider to be a strong mandate at the polls. I think others are also confident of your abilities. There is no other developed country in the world who have similar positions and we definitely don't want to continue being the first to require three people to lead the country. I am sure that if you ever needed advice on any difficult issues, these two respected gentlemen would be more than willing to do so on a personal capacity.
(2) Eliminate Group Representation Constituencies (GRC) and redraw electoral boundary lines with immediate effect
The fact that BG George Yeo is no longer going to be part of the next cabinet and Tin Pei Ling (more about her later) is going to be a Member of Parliament are good enough reasons.
The reasons for enacting GRCs MAY have been valid 20 years ago. Given the constant reassurance that Singapore is a harmonious multi-racial, multi-religious country, I am sure most people will not vote along racial and religious lines. I am Chinese, if Mr Pritam Singh stood in my ward, I would vote for him any day of the week. My friend in Tampines, who is Malay, tells me that the only reason she voted for the PAP is because of Ms Irene Ng. I believe the citizens are sophisticated enough to vote for the person who can sell and present the best ideas, the most realistic plans and show they do really care. The GRC system has worked to the PAP's favor prior to these elections. On May 7, it took it's first casualty. I'm positive, in 2016, it will take more casualties.
If, as many in the government have claimed, this society is based on meritocracy, then let the person represent himself/herself based on their own merits and not on the merits of others.
If, as the government claims, the elections are fair, then level the playing field and let the members of other parties start campaigning on the Monday after elections. What harm could this possibly to do society? It will only enable more people to work and speak up for the voices that can't be heard, those that "fall through the cracks". It can only improve the country we live in.
(3) Mr Wong Kan Seng
Mr Wong, if he really chooses to SERVE, should not have a cabinet appointment, and definitely not in the capacity of Co-ordinator of National Security. The number of "sorry"s you say will not undo the fact that Mr Wong was the person who should have taken full responsibility for Mas Selamat's escape. The fact that he still holds a cabinet position, the fact that he thinks 57% is a strong mandate only proofs how out of touch the government is with the people. Mr Wong, if he honestly feels he wants to serve his constituents, should continue to do so in the capacity of a Member of Parliament for this electoral term.
(4) Good and Services Tax (GST)
GST should not be imposed on daily necessities, in particular, food (raw food, not cooked food). The business environment has made it hard for small convenient stores to stay in business. There are not as many as there used to be. Most Singaporeans resort to purchasing their food to prepare for meals at the NTUCs, Shop n Save's, etc. This is because heartlands are designed in that manner. I'm aware that purchasing the same food products at a wet market and/or a smaller convenient store will not incur a GST charge, but how many people have the luxury of going to the wet market in the morning or traveling the extra 10 minutes to a nearby convenience store instead of going directly to a supermarket. Many people buy what they need on the way home from work. We are no longer the Singapore of the 70s where our mothers used to go marketing in the mornings or on weekends. GST on daily necessities only serves to take away more from the segment that already cannot afford it.
(5) Labor Laws
(i) Introduce an act whereby companies can only hire a foreigner if no more qualified local candidate can fill that position.
(ii) Impose a quota on the number of work permits handed out each year and put a term limit (like 3, 4 or 5 years) on each work permit.
(iii) Foreigners who are here as tourists (no work visa or any other visa) cannot apply for a job, regardless of whether the position can or cannot be filled by a local. The only exceptions to this may be the spouses of foreigners already here on certain specific visas.
(6) Members of Parliament
This should be a full time job. If one has to represent a minimum of slightly more than 17,000 people (using Potong Pasir as an example), how can we expect the person to do that on a part time basis?
(7) Financial Statements
With all due respect, I believe, we the citizens of Singapore pay your salary. Which means, you, the elected officials, work for us. As someone who contributes to your salary, I would like to see the full financial statements for Government of Singapore Investment Corporation and Temasek Holdings. In addition, I would also like to be able to understand why the Youth Olympic Games budget was overshot by almost 300%.
(8) Internal Security Act (ISA)
Abolish the ISA. Singapore is no longer in its growth stage. We have matured. The ISA, may have been necessary in our earlier years. It is no longer necessary. If you are able to detain someone, you should be able to charge him/her with a crime. Otherwise, why detain them? It is extremely subjective to detain someone based on the fact that you think that person is about to do something. Lives of many innocent people have been destroyed due to the ISA and no one, not even these people, have ever heard an apology. This is an extremely subjective act that allows the government to rule by fear. I think the message at these last elections are very clear. Singaporeans are sick and tired of living in a society governed by fear.
(9) Government salaries and bonus compensations
Let me state unequivocally that I do not grudge your salaries. My problem is that with the amount you are compensated, you don't seem to be doing enough to justify that amount. Please remember, we pay you, we are your employers.
With the amount you are compensated, is it really necessary for a bonus, let alone an eight month bonus?
Is it justified that your bonuses are tied to GDP performance? Like pointed out many times during these elections, GDP growth does not benefit anyone if there is also no income appreciation. But, with both GDP growth and income appreciation comes inflation. Is this really the direction Singapore wants to take?
My proposal is that any salary adjustments and/or bonuses have to be approved by referendum.
Honestly, the government has created its own monster it now doesn't know how to control. With your high salaries, it is inevitable that a lot is expected out of you. Unfortunately, I don't think everyone is in agreement that you are performing to their expectations.
And lastly,
10) Tin Pei Ling
Say you are sorry, it was an honest mistake, get her to resign or otherwise fire her, and let's move on.
During the elections, the PAP kept campaigning on the fact that the opposition has no track record? What track record does Ms Tin have? She appears to be as ordinary as me.
Also, during the elections, the PAP kept asking if the opposition candidates were able to hit the ground running. Is Ms Tin able to hit the ground running? Mr Goh has already suggested a "buddy system" which suggests to me that she is not quite ready.
Ms Tin is supposed to represent Gen Y. If the PAP is truly in touch with the ground, ask Gen Y. I think the Gen Y people are more opposed to her than the rest of the population.
Ms Tin is definitely a poor reflecton (not just an image issue) of the quality of a PAP candidate we have grown to expect. She does not represent herself well. She appears to be too immature to represent her constituents. She was a selection process mistake. I believe we all accept that people make mistakes. The PAP has rarely made mistakes in their selection of new candidates. I am sure the public will accept this gracefully. This is no longer a joke for the PAP. If not fixed immediately, it will turn out to be a PAP credibility issue.

The root cause lies in the repressive laws and PAP two-thirds majority which allows it to tinker with the Constitution. I share your concerns in particular the first one. MM and SM posts cost the public purse a lot of money.

At the moment, she is only 24 but not to worry, she has lots of time to learn and is very smart but most important of all, has a very good heart. Listen to her and take heed, she is the voice of future Singapore.
So don’t bully her too much OK, or else we may get very angry.

To allow Tin Pei Ling to continue in our Honourable Parliament means:
1. PM Lee is not a good leader. A good leader selects and surrounds himself/herself with quality people, not immature and childish people who cannot even represent stand on her own two feet.
2. The PAP's boast of its Selection Process as thorough and effective is a big mockery.
3. The disquiet and displeasure of the people are taken as insignificant and unimportant. This runs contrary to the words of the PM and other Ministers that they would now listen to the people.
4. The guiding principle of Meritocracy is just a showcase and not a practical principle.
5. The guiding principle of Pragmatism is now taken to the rock bottom.
6. The GRC system is ineffective and allows weak candidates to sneak through the Election Process and, therefore, is an insult to the intelligence of the Electorate.
7. Last but not least, taxpayers money is being abused by the PAP Govt, and endorsed by the PM, to pay Tin Pei Ling $15,000 per month allowance for her to understudy and learn to be an MP, an educational process of a good 5 years. This is totally absurd and unacceptable by an right thinking person.
A couple more points for inclusion:
1. All major issues must be subject to a referendum.
2. Creation of ombudsmen to protect the interests of Singaporeans in specific areas of need.
3. All PAP MPs must be allowed to vote according to their conscience. This will make it clear to their voters/constituents theri respective stands on important issues.
4. Any absence from parliamentary sessions MUST be explained in writing by the MP concerned. And they are allowed to be absent for only a specified number of times each year. If they do not comply then they have to show cause why they should not be suspended including suspension of their allowances. The system must be transparent and accessible to the general public.
Most of the 10 proposals have been commonly discussed in both academic and non-academic writings.If only they had considered it. But no, they know better!
Maybe someone should also speak up on why NTUC is govt linked? Isn't there a clash of interest fundamentally? How can NTUC fight for the rights of the workers if that is the case. Its very misleading as a representation for the workers.
On the issue of legal CPF withdrawal age, and the amount that is invested by the govt and returned to the citizens. I think there should be some light to it too. Why are they earning around 5%, yet the interest rate is around 2%+ ?

It is very sad, if I amn correct so far throughout the GE only PM says SORRY whilst the rest of the Ministers still think they are right and no apology from them. I just wonder how is PM going to change the MPs mindset. The only respected person other than PM is George Yeo. I am glad he decided to move on and not involved in politics.

I believe that the ISA should remain as where it is. It is a good deterrence against terrorist or extremist. For those detainees that have been appearing to say that they have been wrongly detained, can they really swear that they are innocent? ISD will not detain anyone if they have NOT done anything wrong… If you have done nothing wrong or nothing to hide, why find fault with the ISA?
May I add my two cents' worth:
1. Parliamentary attendance must be recorded and posted on the internet. Absentees must suffer a pay cut for missing session, based on annual salary ÷ no. of annual hrs Parliament in session x hrs missed.
2. Scholarships may only be awarded to needy families, of course based on merit, i.e. the best grades among applicants. All children of Perm. Sec. and above level are disqualified. Can't they afford to pay their way?

We are gratefulto PAP for the wonderful Singapore build by our parents/grandparents and our government but times has changed.
We must adapt to the changes in the globalised world. See what happens in Egypt, Libya, the younger generation are educated, informed and well-connected. Perhaps the way the government should be run need to be re-looked. Youngsters nowadays are even more sophisticated and internet/techno savvy. There are many ways of expression. Perhaps our politicans should learn how to handle objections, suggestions and most important "engage" in effective communications, a one-way talk down approach is long and past out-dated. Talk to them, not talk down. Ask any Singaporeans who likes to be threatened with words like you will repent. We take responsibilities for our casting of votes. Give us more substances to support highly paid ministers and did they represent our voices? If not, why are they there? This Election is a clear-cut that many of the politicans have failed their roles and if not for the Elections results, the pent-up frustrations can even be more deeper and more difficult to fix. Why have so many ERPs, do you know many hawkers are crying sadly, go to Chinatown, go to cities and see how their morning business is like. It is difficult to understand becos their salaries are too high and they do not feel it nor understand the plight. Ask Singaporeans, how many of their own children have been denied medical course in NUS ? Yet they hv to struggle and find money to fund their children's education overseas? and here we give scholarships to overseas students.. who do we turn to? MOE? MPs? the answers are clear cut- bureaucracy and referred from one department to another this is why we must pay so high salaries to fix a small problem. I don't agree GST needs to be abolished. I do however, believe a higher tax on luxury goods (kate spade included :)) is necessary. Let's put it this way. Luxury goods are "nice to have". Necessities are "must have". So why tax luxury items on the same ground as necessities?
Surely if one has spare cash for luxury items, they can afford the tax too right?
Don't think I am poor. I consider myself lucky to be in the top tax-paying bracket. I am also aware that my income derives from someone else's paying, probably some poor family's daily expenses and/or inability to pay for certain things.
So why can't they do the same for people buying $xx million properties, buying $2xx thousand cars, buying $x,xxx handbags?
May I pretend to "know" how the PM might respond to some of the questions? Here goes...
I am the leader. When I apologised, I am taking responsibility for the actions of my subordinates. This is likened to collective responsibility of parliament. Or, you can view it as "the bug stops here" analogy.
Singapore is famous for creating new rules/procedures. Take ERP for example. London has followed suit despite protests from the public. The PAP has said that if anyone wants to indulge in politics, they must have a political affiliation. The SM and MM titles were given to "protect" the gentlemen from been sued as they cannot just give advice on the side without a proper title. Still, as I have said, SM is SM!
In life, we learn as we go forward. GRCs has its pros and cons as we have now learned. I believe the structure is still sound and we don't intend to tweak it too much. Again, I take responsibility for the Mas Selamat saga, as leader. Mr Wong is a capable person and he was able to recapture the fugitive. We all learn from our mistakes and the goverment is no exception.
GST was implemented since 1994. It has been reviewed periodically since. The rich and the poor need to eat. The government, in it's wealth distribution of the growth dividends had benefited the poor more than the rich.
Labour law should nor be mixed up with Company law. Likewise, immigration law. We continually review these laws to reflect current circumstances.
MPs are given an allowance to do their job as MPs. To make it a full time job for them is too expensive for the electorate and not necessary. One of the advantage of GRCs is that colleagues can stand in when another is busy.
Temasek has published financial statements. GIC invests government reserves which make it ultra sensitive to make known to the public where we park our monies. This is not unlike the way global hedge funds operate.
The USA after 9/11 has the Homeland Security Dept. Terrorist threats are everywhere and governments have to be on alert. The ISA has its drawbacks but we sleep easy knowing it is there.
Singapore has one of the largest millionaires households in the world and the least corrupt place to do business. This is due in no small measure to the efficient running of the state. To get good people to work for the government, we need to pay top dollars. The government's top priority is stability (in every sense) and job creation/retention. Some inflationary expectation is good
for the economy as otherwise we would end up like Japan now.

It's a fundamental error to say that we the citizens pay Government salaries so they should listen to us. We elect the Government to govern us and they generally listen to the majority. This blogger's view does not reflect the majority otherwise, the PAP would not have won a landslide. In fact, netizens are most likely the vocal minority middle-aged disgruntled middle-class who voted for the opposition to no avail. Unless the rich, the old and the less well-off are pursuaded to vote for the opposition, blogs like this will be all talk and no action.
Does anyone remember the rationale given for introducing GST? It was to make up for losses to tax revenue as we reduced taxes of people in the high income bracket. We were told we need to give these high-income earners tax breaks so they will create more money and with it... more jobs. And to attract the high-flying foreign talents here. Since everyone pays GST the nett effect is a tax the poor and give to the rich policy. This Reaganesque ultra-capitalist policy has resulted in massive income gaps in the US as well. In the light of the fianancial crisis, and scandal over bankers income does it still make sense? Do these bankers and other high-rollers like them really create wealth and jobs for everyone?
I'm for abolishing GST or at least making necessities GST-free, as in the UK where milk, bread, children's clothing etc are VAT-free. And of course in taxing the rich more. This is one step to a more just, equitable and inclusive society.

If a Minister's pay package pegged with the commercial world, why they are still entitled for pension? CEO of the commercial company has no pension, am I right? Or are they saying that actually they should get more, that is why they are compensated through the pension scheme? Can someone enlighten me?

What is the point of having this online petition when a physical one at Potong Psir was not permissible. Even Chaim knew about this.
Hougang under Opposition Ward upkeep is satisfactory. We have yet to go into full swing upgrading. Being in the Opposition, as citizens of Singapore, through no fault of ours are not fortunate as those in the PAP Wards. We pay taxes like everyone but the upgrading was not forthcoming. Is this fair and just? PM Lee please look into this matter. It has caused grievances to the residents.It will never be the way to win votes instead it will make Hougang more Resilience if they prolong this issue.

2. FACILITIES & HEALTHY LIFE STYLES
a. The sports facilities, fields, halls, tennis courts of schools and JC are extremely under utilised.
b. Can schools and JCs allow the public to use their sports facilities and not strictly keep 90% or more for own use.
c. Can schools have centralized facilities to enable better use of land. Is there a valid good reason for many schools including special schools to have a big playing field?
